In a pivotal summit held in Tivat, Montenegro, European Union leaders convened with representatives from the Western Balkans to bolster regional cooperation and further the EU membership ambitions of these countries. This meeting, coming half a year after the previous session in Brussels, was centered around the theme “Shared Prosperity and Stability of the EU and the Western Balkans,” highlighting the significance of regional partnership amidst mounting geopolitical tensions.
A central focus of the discussions was the EU enlargement strategy, particularly the integration of Western Balkan states into the EU’s economic milieu. High on the agenda was the 2023-launched Growth Plan for the Western Balkans, a strategic initiative earmarking up to €6 billion for reforms, investments, and fostering closer ties with the EU single market. EU leaders took this opportunity to reaffirm their support for the region’s EU membership aspirations and to assess the progress achieved in aligning the region with EU economic structures.
Another crucial element of the summit was the enhancement of cooperation in foreign policy, defense, and cybersecurity. Leaders underscored the necessity of fortifying resilience against emerging cyber threats and countering disinformation campaigns, as well as other forms of foreign interference that challenge regional stability. The dialogue underscored the importance of cohesive strategies to safeguard against these modern security challenges.
The EU’s role as the Western Balkans’ primary trading partner, investor, and donor was duly emphasized during the summit. This relationship is instrumental in driving the region towards potential EU membership. As such, continued reforms and regional cooperation were touted as essential steps for the Western Balkans as they strive for closer integration with the EU.
